Ward Committee Gram Sabha
Gram Sabha / Ward Sabha Member
A voter in a ward of a village is a member of the Gram Sabha of that ward. Similarly, a voter in a ward of a municipality is a member of that ward.
Convener
Ward members are the conveners of the Gram Sabhas and ward councillors are the conveners of the Ward Sabhas. If the convener is unable to perform his duties, the Chairperson of the Local Government Institution may appoint a member of the adjacent ward as the convener.
Chairperson
The Gram Sabha is presided over by the Gram Panchayat President and the Ward Sabha by the Municipal Chairperson. In his absence, the Vice President or the Convener will preside.
Convening of Meetings
The responsibility of calling and holding meetings lies with the Ward Member, who is also the Convener.
Quorum
The quorum of the Gram Sabha / Ward Sabha is 10% of the total voters. When the quorum is not met, the quorum will be 50.
Special Meeting
A special meeting shall be called within 15 days if 10% of the voters of a ward so request in writing.
Coordinator
An officer designated by the Gram Panchayat / Municipality shall act as the coordinator of the Gram Sabha / Ward Sabha and shall assist the convener.
Questions & Suggestions
Members have the right to submit questions and suggestions in writing before or during the meeting.
Resolutions
Resolutions may be passed on a majority basis on issues within the jurisdiction of the Gram Sabha / Ward Sabha.
Powers and Duties
To assist in collecting information required for development projects.
To prioritize projects and development programmes.
To provide assistance and volunteer service for development activities.
Suggest locations for public utilities such as street lights and public water supply.
Check estimates and costs of construction works.
Monitor and assist beneficiary committees.
Collect information on works to be implemented in the area.
